In all current DVD players, there is no such thing as a region unlock code, most Web sites, these are just a fraud or for older devices. Unlocked DVD players have been changed to read all disks, ie, the components are removed from the board. Modern DVD players are much harder to do, then usually only see older DVD-players or unlock at low cost.
Development of a DVD player is illegal if it ever found in a legitmate shop, you can search the online such as eBay, too.
